The Center for Research and Communication’s Institute for Local Development (CRC-ILD) has been designated by the Department of the Interior and Local Government (DILG) as a member of the Policy Expert Group that will support the implementation of the 1991 Local Government Code of the Philippines Review and Amendment Program (LGC RevAmP).

Almost 30 years after the passage of the Local Government Code, the review and amendment initiative seeks to assess how the landmark legislation can better respond to the evolving governance, economic, and development challenges faced by local government units (LGUs) across the country. The Policy Expert Group brings together academic institutions and think tanks that will provide research, technical expertise, and policy recommendations to help guide the review and updating of the country’s Local Government Code. CRC-ILD’s inclusion in this group reflects its growing role as a development and policy institution committed to strengthening local governance and advancing sustainable development in the Philippines.

LGC RevAmP formally launched its nationwide consultation process during the 1st National Convention held on November 24, 2025, at Sequoia Hotel Manila Bay in Parañaque City. The convention was co-organized by the DILG Bureau of Local Government Development and the Union of Local Authorities of the Philippines (ULAP), gathering representatives from national government agencies, LGUs, academic institutions, and development organizations. The event marked the beginning of a series of consultations and policy dialogues that will take place at both the national and sub-national levels as part of the broader effort to revisit and update the 1991 Local Government Code.

Through its participation in the Policy Expert Group, CRC-ILD seeks to contribute evidence-based research, development expertise, and policy insights that can help shape more responsive, effective, and future-ready local governance systems. The Institute continues to advocate for stronger local institutions, improved service delivery, and policies that empower LGUs to become key drivers of inclusive and accelerated economic growth.
