What does it take to build stronger and more empowered local governments?

This was at the heart of the exploratory partnership meeting between the Center for Research and Communication’s Institute for Local Development (CRC-ILD) and the Union of Local Authorities of the Philippines (ULAP) on January 21, 2026, as both organizations explored ways to work together in empowering local governments and advancing local development across the country.

The meeting was attended by CRC-ILD’s Core Team, headed by its Project Director Mir Tillah; ULAP’s Executive Director Aileen Leycano; and other ULAP key officials. As the umbrella organization of all leagues of local government units (LGUs) and locally elected officials in the Philippines, ULAP plays a key role in championing local governance, strengthening inter-LGU collaboration, and advancing policy reforms that empower local governments.

The conversation centered on one shared goal: helping local governments succeed.

The discussion highlighted the strong alignment between ULAP’s mandate and CRC-ILD’s mission to support local governments. As a newly established institute under CRC, ILD aims to support LGUs to unlock their potential in driving meaningful development through action-oriented research, targeted capacity development and technical assistance, and strategic partnerships that promote responsive and sustainable local development. Meanwhile, ULAP’s strong network and leadership will help expand opportunities for collaboration and amplify the impact of initiatives. Both organizations recognized the importance of collaboration in helping local governments respond to evolving development challenges and opportunities.

Among the potential areas of cooperation discussed were jointly organized forums, learning events, and policy dialogues tackling important development issues such as local governance, economic development, and public service delivery. Initial conversations also explored future activities related to the water sector and other emerging priorities that matter to local communities.

The meeting likewise opened opportunities for collaboration in capacity development for local government leaders. Both institutions also exchanged ideas on supporting broader policy conversations related to local governance reforms, including initiatives connected to the ongoing review of the Local Government Code and efforts to strengthen local fiscal and institutional capacity.

Beyond programs and events, the partnership reflects a broader vision of bringing together institutions, experts, and local leaders to create smarter, more responsive, and people-centered local governance. CRC-ILD and ULAP are expected to continue discussions toward formalizing their partnership to support collaborative initiatives in the coming years.
