Dr. Bernardo M. Villegas, CRC Director and member of the constitutional commission which framed the Philippines’ 1987 Constitution, shared his thoughts on what he believes kept Philippine smallholder farms from benefiting from the promises of land reform at a recent International Investor Roadshow event highlighting “The Philippines as a Top Emerging Market.”

The big failure of the agrarian reform program was not the distribution of the large farms into small units.

“The big failure of agrarian reform program […] was that after giving each farmer one to two hectares each, they literally abandoned them to their resources. And they became even poorer than before, because they had land but nothing more.”
