SUMMARY:Forum on Local Governance and Development (Digital Transformation)
DESCRIPTION:The Second Forum on Local Governance and Development will focus on digital transformation in recognition of the growing complexity of local governance challenges amid rapid technological change\, evolving citizen expectations\, and increasing demands for transparency\, efficiency\, and responsiveness in public service delivery. As LGUs continue to play an increasingly central role in national development\, there is a pressing need to rethink traditional governance models and embrace innovation as a core driver of institutional effectiveness. \nWith the theme “Reimagining Local Governance: Digital Transformation for Local Development”\, the forum will serve as a venue for sharing good practices and real-world applications of digital transformation in the public sector\, while encouraging stronger collaboration among local governments\, technology partners\, and local stakeholders. The forum will have two panels: (1) digital transformation for increased effectiveness\, efficiency and transparency for LGUs and (2) digital tools and innovative communication strategies for disaster preparedness and response. Each panel has a thoughtfully curated mix of distinguished speakers from government\, civil society\, the international development community\, and the private sector to give participants a comprehensive view of the topics. \nThe forum will gather 120 high-level participants from LGUs\, key national government agencies\, civil society organizations\, academia\, and development partners to discuss how digital tools and approaches have strengthened local governance\, and how these practical solutions and scalable models can be adopted by LGUs across the country. \n

SUMMARY:Forum on Local Governance and Development (Mandanas-Garcia Ruling and the Future of Local Governance and  Development)
DESCRIPTION:  \nThe Center for Research and Communication (CRC) will be hosting a Forum on Local Governance and Development on October 22\, 2025 at the University of Asia and the Pacific (UA&P) as part of Local Governance Month. \nFollowing the core function of CRC as an institution that brings together research and advocacy to benefit the common good\, the Forum on Local Governance will be a platform that promotes reasoned and evidence-based dialogue about the challenges and opportunities facing local communities across the Philippines\, encourages the exchange of ideas about solutions to local government challenges\, advocate good governance approaches at the local level\, and positions CRC and the University of Asia and the Pacific as premier institutions in the quest to improve local governance in the country. \nThe topic of this Inaugural Forum will be an update on the implementation of the 2019 Mandanas-Garcia Supreme Court ruling\, and the implications it has had\, and will have\, on how local governments navigate development challenges given the new configuration of resources and mandates stemming from the ruling. \nSpeakers will include renowned economist and CRC’s Co-Founder Dr. Bernardo M. Villegas and Batangas Vice Governor Hermilando Mandanas who initiated the court challenge which culminated in the 2018 Supreme Court ruling more popularly known now as the Mandanas-Garcia ruling.\nJoining him are leading local governance scholar Dr. Alex Brillantes\, Director Ana Liza Bonagua of the Department of the Interior and Local Government (DILG)\, and Secretary Ernesto V. Perez of the Anti-Red Tape Authority (ARTA). \nThe forum will also be the venue to officially launch the CRC Institute for Local Development. \n
