Addressing the housing backlog has been an elusive dream of past administrations. Current market regulatory signals and programs are inadequate to move resources both public and private to fill in the yawning gap in housing supply and demand. This roadmap is meant to give policy makers in industry and government concrete understanding of the problem and the steps to address it.

Project Title: Housing Industry Roadmap

Objectives:

  1. To research the actual annual demand for housing at all levels and estimate the current housing backlog;
  2. To analyze the multiplier effects of mass housing on (1) other industries, (2) on employment generation and informal job creation, and (3) on additional local and national taxes; and
  3. To advocate studying the impact of investment incentives on housing development, particularly mass housing, including socialized housing for informal settlers in highly urbanized areas.

Methodology:  Stakeholder consultation, documentary analysis, gap analysis and value chain analysis
